Hello my fellow Chutzpanim,
It can be horribly frustrating to deal with Israeli customer service over the telephone. At first you may get the impression that all Israelis can speak fluent English. For my case however this was due to a selective sample size; academics, the tourist and service industry will all speak English fairly fluently, however many Israelis outside of these sectors are either monolingual or with speak Russian as their second language.

Clalit is the largest of the health care providers in Israel, so for the convenience of the larger number of clinics, I recommend buying health insurance that utilizes this health provider. You may contact Clalit by dialing *2700 on any telephone.
After calling Clalit on four or five different occasions, I was able to get correct information:
There are three insurance providers that utilize Clalit for foreign students in Israel:
Harel Yedidim: 03-638-6216

I found that Harel Yedidim had the best service for English speakers, so went with them.
The cost varies from plans that do not cover accidents (~1 $ per day) to premium plans (~2.50 $ per day).
May your Chutzpah remain steadfast,
Sauce
